Since the G and W doesn’t provide single line service for the salt shippers, this company must interchange these cars to other roads for forwarding. It is better for the G&W companies to also own as many of these cars as possible - they get payed by the CSX for their use on the CSX.
CSX (and any other Class I) will carry any reporting marked car that is tendered to it.
