If the HO scale models I have are accurate, no, all cookie boxes were not silver – some were white.
There are many D&RGW Cookie Boxes for sale on e-Bay and not all of them are silver, either.

As far as I know, only Roundhouse did a white one in HO scale. Every other version I’ve seen was silver (Athearn blue box, Atlas N scale, etc.)
Gilbert produced one in white back in the late 50’s.

If I remember correctly, Silver Streak’s wooden “Cookie Box” back in the late 'fifties was also white. That par;ticular boxcar seems to proliferate among model makes, but I’ll be darned if I ever saw on in real life, LOL!
I’m wondering if it was used (like the NYC “Pacemaker” boxcars) more as a ‘home-road’ car than in actual interchange service?

While we are at it, I don’t believe there are any plastic HO box cars which are correct for the D&RGW Cookie Box. It was Pressed Steel who made them and notice the prototype photo has straight side sills. So color may be one concern, but an even bigger one is having a correct box car in the first place.
I think Intrermountain’s producing them in both HO and N.
Accurail has had them for some time, also. In fact, finding a regular oxide colored 40’ Rio Grande steel boxcar of the '40’s, '50’s era has been almost impossible for some time because of those danged ‘Cookie-Cutters’. Luckily, Accurail has announced one that should be available later this month.
That will be a relief. [:-^]
It’s sort of like all the model manufacturers deciding that the only boxcars SP ever used were their black “Overnights.” Huh?
