Don’t know if this will help, but you might look around at other gauge decals to see if you can find something that will work. An O gauge decal set with a large “billboard” size herald might be about the right size for a small herald in large scale. I recently had a project where to get the right heralds for an NP HO scale building, I had to buy an N-scale billboard-style boxcar decal set.
