Can’t answer your question, but the deltics are neat looking regardless. When I see stuff like that I become really tempted to model European railroads (I have found myself eyeing up some models of German steamers lately).

Basically the prototype Deltic was deisgned with export in mind but no orders ever materialised.
One of the best books about the Deltics, which includes a lot of info about proposed designs which never made if off the drawing board, is “The Deltic diesel locomotives of British Rail” by Brian S. Webb which was published in about 1977, but has been out of print for a long time. Perhaps you might be able to find a copy on ebay.
csmith, Be aware; that the British model railway scale is 4mm=1ft, while European and US is 3.5mm=1ft, with 16.5mm track the scale gauge on British is app.3ft 6inch.
