Could anyone advise the maker of the 3-chime set used on most of the
FEC’s GP40-2’s?
Also of the 3-chime set on the SD40-2’s they obtained from UP?
Lastly, the 5-chime set used on the AMD-103 Amtrak engines?
Is there a website or CD with identified chime sound files available?

Well, there used to be, anyway. It had the sound, the tones (musical tone names) and who made the device.
But all of that information met its digital maker when I had a catastrophic hard drive failure last year. And some parts of my memory met that same fate several years earlier.

Pretty much any Amtrak engine is going to have a K5LA- general observation of course, but I’d say at least 90% of the Amtrak engines I’ve heard have them.
