That actually was the first place I checked and although I’ve got F0F programmed correctly I did not notice any mention of adjustable dimming.
Look at section 6.10.2, CV62. This is where you can adjust the lamp keep-alive voltage. This is how much power is supplied when the effect is ‘off’ or ‘dim’. The Digitrax decoders aren’t as asjustable as TCS, but you can change it.

I don’t think CV62 affects the dim level(if it does, I can’t not see any difference). It is for lighting effects that turn on and off, such as flashing ditch lights and FRED lights, not for the dimming of the headlights.
