Rule 90 has to do with cars legally unfit for interchange service. Is the tank car message real or knowledgeable graffiti?

I tend to agree with your assessment. I couldn’t make any date details but given the level of graffiti these days, I would think such a declaration, would be some sort of stencil.
Googling “aar rule 90” it deals with cars over 40 years old having to be retired.
