Ditch Lights on Atlas Dash 8-40BW

I purchased on Ebay an HO scale Dash 8-40BW from Atlas Silver Series. I was told it had ditch lights and it does–but they do not work on my DC layout. Can they be made to work? At all? Or only with a DCC layout?

The Atlas Dash 8-40BW does have ditch lights, but they are not operating ditch lights. In other words they don’t light up.
