I have cork roadbed glued to foam. The ballast should cover the 45 degree slope of the roadbed and not much more. But where does the ditch carving begin? Do I leave a small level area and then gouge out the ditch?

Yes, or in nature, erosion would eventually undercut the roadbed AND track.
