Here is a little comic relief. What’s with the dude (crew member?) standing at the end of the geep in the background. I am really glad the railroads have improved their dress codes. It looks almost as if he is enjoying a cold beer as well.
Could be a railfan getting a ride…I have never seen a railroader dress like that in all my years of railfaning-not even on any of the short lines I have visited.
I also highly suspect some tom foolery as it appears the hand rails pass Behind the person.
Judging from the condition of many of the items we see, it could be a museum or private RR where volunteers frquently show up and do whatever needs to be done…as is.
I’m with Spacemouse on this one, but who really cares about the person, what are those things with the smokestack, and the small cabin on top of the roof?

Considering that the photo was probably taken in DC sometime in the late 1970s, I’d say that the crewman IS in proper uniform. It gets stupid hot down there in the summertime, and Southern boys have their own way of dealing with the heat. I have seen photos of other railroaders in this style of casual dress, but never in real life (probably a good thing!)
