Early Canadian Passenger Service

Can anyone tell me if there ever was passenger rail service going WEST from Sault Ste. Marie, Ontario without crossing into the USA? The Algoma Central RR runs north from the Soo, crossing CP Rail at Franz, and Canadian National at Oba and Hearst. To go west from the Soo, a train would have to go north on ACR, then west on either CP or CN. Today a person can ride ACR to Oba, detrain and wait for The Canadian, board and ride west. Was this method required as far back as the turn of the century, or did CP and/or CN have trackage rights over the ACR? It would be reasonable to expect CP or CN to have had separate sections, one thru the Soo, and the other over the existing more northerly alignments.

At least in 1960 there was no trhough service on CP. There was Algoma Central service, connecting with CP at Franz, and CN and Oba and Hearst. But no through trains.
