Maybe it was “End CTC”? That indicates that the train approaching the sign is leaving Centralized Traffic Control territory, and must operate under other rules as specified in the employee timetable for that region.
In Nova Scotia, a train leaving CTC is usually entering OCS (Occupancy Control System) territory, and needs an OCS clearance (like a Track Warrant) obtained via radio from the RTC (Rail Traffic Controller - the dispatcher) in order to proceed.
