Maybe it was “End CTC”? That indicates that the train approaching the sign is leaving Centralized Traffic Control territory, and must operate under other rules as specified in the employee timetable for that region.

In Nova Scotia, a train leaving CTC is usually entering OCS (Occupancy Control System) territory, and needs an OCS clearance (like a Track Warrant) obtained via radio from the RTC (Rail Traffic Controller - the dispatcher) in order to proceed.

I thought of that too, but I looked at it very closely and it was 3 c’s.

This is, I believe, the tracks that Amtrak uses, if that makes a difference. Could this be something radio-wise?

Black powder …good…but generally I like to see what I shot within a reasonable timeframe afterwards.
