I think your mechanic experience is beyond the forum, hence, no replies to date.
Your theme was confusing too, and even as a hard core railfan, I must admit I’m at a loss what your title means …
Nevertheless, while I have you, I have a question about trucks, of all things. Someone I knew years ago said Kenworth trucks had a unique engine. If it could NOT rotate the normal way, it would do so in reverse. Is that true?
Anyway, back to rail subjects … From a mechanic’s perspective, which (EMD or GE) engine do YOU think is better?

I’m more likely to tangle with a 251 or a 244, or maybe an early 567. But I’m not a mechanic - I just have to have a decent idea of what looks right and what looks wrong.
