That’s not completely true, modelers still kitbash to fill in gaps on the railroad such as buying a regular model and turning it into something else.

We all do a little bit of kitbashing here and there.

Of course, by the NMRA Achievement Program requirements, to be considered scratchbuilt a diesel locomotive model needs to have the locomotive frame and power truck sideframes scratchbuilt as well. Which always seemed like overkill to me.
