Minus all the speculation and purple prose, it is just reporting on an easily overlooked piece in a Congressional bill that would extend Amtrak ownership of the track south of Union Station. This would prevent the VRE from appealing to the STB in the event of a dispute.
Maybe Amtrak should concentrate on becoming competitive for commuter contracts rather than trying to win them through extortion.
Amtrak was not able to win the MARC operational contract, despite playing the Nazi Collaborator card against Keolis for their French railroad heritage. Bombardier got the contract.
