In a wreck emergency everyone except those who are conscious and ambulatory have to be disabled, at least considered so.

I’m a past Fire Chief with rail in town. I begged for training with the railroad and got nowhere. Thrilled to see a possible mandate
Mr. Carlin, presumably it refers to those who already had disabilities when they boarded the train.
Rick, unfortunately you have had to contend with Guilford Rail (Pan Am Railways). I am not surprised at the road’s intransgience. Better luck in the future. I was raised in Maine when Maine Central was still in good health.
