Shouldn’t this plan have been implemented a few months ago?

Okay, here is the real situation as I passed through Union Station late last week. They had a frozen water line a week or so ago, so Union Station has closed the main north-south hallway through the boarding level of the station. This route had doors. Now, to let Amtrak passengers into the station from the trains, they have the doors in the waiting area blocked open. This means that the waiting areas are almost outside temperature. They have moved train check in for most trains to the Great Hall, but still have seniors and handicapped go to the normal waiting rooms, thus sitting in the cold. It seemed colder than normal in the station.
