Very interesting, especially the section on responsibilities, and the history and court cases behind them

Will there be public access to the hearings that are scheduled to begin this morning?

Tom

Public Access - yes (but it is more of a trespasser focus)http://www.ntsb.gov/news/events/Pages/2015_trespassing_FRM.aspx

On the FHWA handbook, it’s obvious to many railroaders that the highway consultants don’t read the FHWA basics or even take the hint. Recurring headaches during design reviews keep appearing. (The handbook is suggested guideline, not an absolute rule.)
