Flashing LED + LED size question

Hi, I’m new, not a train modeler but I think this forum will have plenty tips for my pursuits in other modeling avenues. I hope you can help me with 2 main questions:

1- What is the smallest ‘gizmo’ I can purchase to allow me to create alternating flashes with 2 1.5V incandescent lights? Speed/pattern is not important.

2- What is the smallest modified or unmodified LED light that still has a semispherical cap? I’m looking to create a headlight (1.7 mm max. diameter) on the model below, and surface-mount LEDs don’t have the appropriate shape. Mouser Electronics lists a 1.9mm round subminiature led. Looks like a surface mount but has a round dome. Mouser part # 638-952SURCA2TR9 made by EVERLIGHT. Page 87 of Mouser catalog #628 www.mouser.com/everlight

They also make “light bars” like the ones on top of police and other emergency vehicles that blink in sequence and different colors, Model 100-402-03 is a red 7 light chase setup - it says 12v but I power mine with a 9.6v battery & it works fine![8D]
