I think part of the contract was that they were to be manufactured in the State.

@WILLIAM DUDKO - That would require there be a functional US passenger train building industry. In time, that’ll come (assuming passenger trains are making the comeback they appear to be making), but for now, foreign companies setting up US factories is the next best thing.
