Which pretty much explains why projects cost so much and take so long. Three years? Really?
The article already hits the high points of why the exanded capacity is needed. Now we wait for the EPA to lard on hundreds of millions of dollars for concocted “environmental issues”, most likely along the lines of re-routing tracks to avoid the breeding site of some obscure mosquito.
