yes Amtrak you must dream big! Hundreds of billions are not needed to upgrade current facilities if railroad personnel are asked and NOT government officials or government related burearocracy. At the time of the dual tracking of Baltimore light rail ~20 miles, MD gov’t spent $400 million. But a BNSF operating officer stated in TRAINS magazine that given the right-of-way, which MD had, he could do complete track laying including material for only $1 million per mile. I wonder who got the extra money.
