FRA to fine railroads missing PTC deadline

It’s sooooo typical of government to penalize people and organizations who can’t, for any number of valid reasons, meet an arbitrary deadline. Even I, a complete outsider, could see that the PTC task was much too complex to be easily implemented within the allotted timeframe due to a combination of technical issues, government clearances, physical realities in the field, and cost. It was never realistic. How is the expense of paying fines going to help the railroads to come into compliance? It’s just a another government confiscation program. Even our feckless Congress needs to recognize the reality.
