I would suggest carefully removing the handrails - using a small precision screw driver. Remove the couplers. There are 3 tabs on each side holding the shell on. Review the diagram to see the location of the tabs. I would start with the rear tabs and then work my way forward. Of all the shells I removed - it does require a fair bit of pulling and tugging - squeeze and wiggle the shell near where the tabs are.

Also be carful because the bulbs are attached to the shell - although you do have some slack in the wire to play with.
On the SD70MACS - I believe there is no need to use resistors on the lights.
With my Genesis SD75I’s I used a butter knife to give me more leverage to pry the shell off. These things were the biggest pain in the rear I’ve ever experienced while trying to get the shell off and installing a decoder. Don’t forget to install resistors on your lights, trust me, you don’t want to have to replace those ditch lights.
