$4.4M per loco seems like a bargain considering what US commuter agencies have been paying lately for locomotives.

my calculator gave me $4,444,444 per engine. simply dividing $2,000,000,000 by 450. that seems to be in the ballpark.
Regarding the price per loco compared to US commuter agencies, the obvious answer is that US locomotives have to meet different safety standards, and so are all “specials” as compared to the rest of the world.
You might wonder if it would be better for the US spend money to prevent accidents, rather than spending to make them more survivable.
