My best guess would be the paint is peeling.
Somebody definitely took a varity of stencils of bird and animal silhouettes and painted them in various locations / attitudes with white paint. Note the deer below the number on the side of the cab.
It this a special edition locomotive or just plain someone been a smart ass.[%-)] Who knows it may be the new trends of locomotives.[:-^]
If the paint is “pealing,” does that make the locomotive bell ring?
Maybe it is in camo for hunting excursions.
