New York should also consider adding a station on Long Island, The route goes over the Hell Gate Bridge, passes over several subway lines, and passes quite close to La Guardia Airport. A station or 2 in Queens could really help travelers in the region by improving airport access and by allowing travelers between the Bronx/Westchester/CT and Queens to avoid changing trains in Manhattan.
Gov Culminate also proposed a rail link to LaGuardia.
Where are the “Three miles of new track on an existing right-of-way” located, exactly?
PS A link to an article on Gov Cuomo’s proposed Laguardia rail link.

Where will the trains go once they get to Penn? And will they be turned in Sunnyside or be push-pull and skip the East River tubes.
Just what a city needs: 2 railroad places with identical names, historic Morris Park engine terminal, shops and yard just west of Jamaica, and now this one of “four new stations.”
Martin, to burden a trite phrase “you ain’t lying,” when you say the Hellgate line’s bridge approach in Queens passes over several subway lines.
Way over! Better than 100’ on a long massive, to me, very impressive multi-track, what’s it called, a viaduct?
It was virtually in, along with hundreds of other’s home’s, my Aunt Agnes and Uncle George’s, Astoria, Queens house.
Mr. Pins, it may be that there’s room on the west side of the ROW, at least part of the way. I’m riding Amtrak NYP-BOS in mid-March and I’ll look as best I can.
While this plan to bring commuter rail to the unserved or underserved far east Bronx is a most worthy goal there is lots to overcome for it to happen. Penn Station South has to be built (along with the new Gateway Tunnels). Penn Station is at capacity during the morning and evening peaks. And yes slots will open in the present station when selected LIRR trains are shifted to Grand Central with the completion (hopefully in this century) of East Side Access.
But if the Cuomo people think Metro North can just jump on the slots LIRR vacates, they may be in for a fight. New Jersey Transit wants more slots to through-route Raritan Valley Line trains and reduce or eliminate the change of trains at Penn Station Newark. That transfer westbound is particularly onerous because it requires going down to the street level concourse and back up to the westernmost platform where the RVL westbound trains are staged. Already, NJT has implemented through service midday weekdays (5 each way) and that recently expanded to four more each way during the evening post-peak.
This plan has a lot of moving (or maybe sadly not moving) parts.
The ROW was originally 4 track. Amtrak uses 2 tracks and CSX uses 1 track part of the way. Pelham Bay bridge is 2 track.
But Pelham Bay Bridge is due for replacement.
Here we go again the rest of New York State paying for NYC
After looking at the link Ian provided, my question is why a new Air Trans link? Why not an elevated branch off the #7 line? It would provide a seamless connection to central Manhattan. Rather than a short ride and a new “Change at Jamaica”. LIRR passengers could change at Woodside while Metro-North bound travelers could ride to Grand Central.
MTA’s Capital Program is currently under funded by how many billions ?
