i seem to posting alot of things but i have alot of questions. what would be the best way to make grades on my layout

Woodland senics might suit you. Keep in mind that they come in fixed percentages meaning you will have to travel so many feet forward to gain so many inches in elevation. This may be the easiest way to set a grade down.

i will look in to that. Is it going to get expensive? I want 3 different levels and i don’t have alot of money.

If you’re going to do 3 levels, the WS risers can get very expensive very fast. You should look into building your own benchwork using an open grid or L-girder system. Kalmbach has a very good book on how to build benchwork, and the beauty of it is you can build it as you go along (and as money allows).
