I hardly think that it’s because of flooding, the State of New Jersey has shut down non-essential government functions due to a budget impasse. Casino oversight is considered non-essential so the Atlantic City casinos have had to shut down.
Amtrak doesn’t go to Atlantic City. You have to connect with New Jersey Transit at 30th Street Station in Philly.
