When prepping the base for my harbor, I layered the foam with three thin layers of joint compound, ans lightly sanded in between layers. Now I’m ready to seal and paint the surface. Is it better to use a latex paint, or will craft store acyrlic paint work just as well?

I would probably use cheap latex paint, simply because it’s cheaper than acrylics. I’d save the acrylic paints for weathering and painting scenery and structures or anywhere you can actually see the difference.

When you say latex paint are you referring to “house” paint. If so, it will work fine. Use your basic earth color around the edges and a dark color, dark brown, dark blue, black to indicate the deep water in the center. Leave a little space between the two then blend them, so that the color changes gradually from shallow water to deep. I used a latex interriou house paint for my earth color and an olive craft paint darkened with a bit of black at the very deepest points.
