Matt…there are several manufacturers of ready made tents for your model railroad. With a little paint and weatering, they can be made to look pretty good. I think Woodland Scenics makes a set of camp type people, I think they have hobos around a fire scene too. You can try making tents out of some tissue paper painted green with some shaved down tooth pics for supports. Get some small (REALLY small )tree twigs and arrange them in a camp fire pattern. Paint the center with some red and orange paint to simulate glowing embers. You can even add some little wispey peices of cotton to simulate smoke.
