As in plaster castings?
I use pre-mixed drywall mud.

If the plaster is wet it will glue itself. Other wise I’d use liquid nails for foam.
Latex caulking, liquid nails for foam, fresh plaster, drywall compound, there are many different items that would work for this purpose as long as you select one that doesn’t dissolve the foam.
I would also consider using hot glue. Latex caulk will not necessarily hold the plaster casting to a foam hillside unless it is braced overnight while the caulk dries. Hot glue will stick almost instantly. Woodland Scenics makes a fairly cheap low-temp glue gun that works and won’t melt the foam.

I second the hot glue idea.
OH YEAH!!! I forgot about low temp hot glue. The best for foam to foam anda almost anything else to foam. No bracing and only a few seconds for it to reharden. I don’t know how much weight it will hold though if you are using big castings.
I agree with cacole’s recommendations and would like to add “Ceramic tile adhesive”. The tile mastic is easy to apply and water clean up. It holds so well you could place rock castings on a foam ceiling.
Tile adhesive will work for foam to foam, foam to wood , plaster to plaster, plaster to foam, and plaster to wood.
Sound real weird to use a product like this, but give it a try, you will be impressed.
