It also needs front trucks but runs great whistle works good, the helo car is complete and original helo. Sub needs rear rudders and propeller I got original set box. Exploding boxcar box and the caboose Came with there original boxes also.

Here’s what I’d try in that situation. Each option gets more aggressive. A tooth brush would be my weapon of choice.
- Dish soap and water.

WD40 (it took red paint splatters off a 45N gateman base)

Goo Gone

Super Clean (full strength)- Don’t let it sit too long without rinsing with water

Acetone-based nail polish remover- Use this carefully and don’t let it sit.
RT - looks like someone already attempted a repaint? If so, why not strip it down and restore it?
I just saw this trick used on a motorcycle tank. Get some rubbing alcohol and a Q- tip and lightly rub those paints spots. It should take it off. Go lightly though. If that is model paint, Testors enamel brush cleaner may work. Jeff Kane will have the parts you need.
