I know Microscale makes decals for vehicles, however I do not know if they make that. I recommend trying Microscale’s website.
Looks like it’s just a conrail patch - go to Microscale’s website and search for the conrail decals - look at the pictures and you should be able to find something that works. Since you are decaling a vehicle - you should consider the N scale sixed decal # of any decal sheet you choose.
They may also have generic MOW decals that can be substituted or combined w/ the conrail ones.
