Help Needed for some UP Passenger Cars - N Scale

I have 4 Union Pacific passengers cars which have ROWA ‘Made in Germany’ on the bottom,

#4321-N,4311-N,4301-N & 4331-N; dome,pullman,coach & observation. They came in Con-Cor

boxes and the cars are in plastic sleeves. Price marked is $4.75. I’m sorry for my ignorance but

was ROWA associated with ConCor at some time or are they Just in the wrong boxes ? They are

in very nice condition although they really do look "plastic’ and the colors, while characteristic,

are not as sharp as what you see now. Does anyone know what these are ? Thank you !
