Help! Problem wiring UCS to fixed voltage

I was doing so well on my layout until these babies. I can’t get to them work of f of fixed voltage. Hoping someone can help.
Here’s my setup.
I have a new zw hooked up to rotaries for block control but with all the commons connected to a ground bus wire underneath the layout.
I have phased a 100watt A.F transformer and am using it to power my 022s at fixed voltage.
Everything to this point was working perfectly. I took off the #3 lead for my UCS and connected a new wire from there to the fixed voltage bus wire powering my 022 switches. It just doesn’t work.
The UCS works with the #3lead back in place off of variable track voltage. I’ve also tried another UCS and the same thing.
I"m really at a loss. Thinking a UCS needs a insulating pin but that doesn’t make sense. HOpe someone has some ideas.

Did you connect it to the wire you removed from #3, or to #3 itself? It needs to be connected to the wire. The #3 terminal itself is directly connected to the center rail.

I had it connected to #3 on the UCS. Attached it to the wire and works perfectly.
