If it means that freight railroad would consider and actually engage passenger services on their tracks, then, maybe this would be good. But if it is just rechewing the idea that freight railroads can have their meat and eat it too, or legislation to fatten those of the highway lobby by hoping to eliminate passenger trains by disbanding Amtrak, then, no.

I just don’t see any private company being willing to take over passenger rail service except in very special situations.
