Except for a boondogle, it is absolutely useless. It combines all the dissadvantages of fixed guideway public transportation (lack of flexibility, high construction costs, etc.) with all the disadvantates of private (lack of economies of scale, one power unit handling only three or four people instead of 40, 400, or 8,000).
A streetcar can do the job better.
