horn signal rules?

Yesterday I was in Charlottesville, Va. There is a unsignaled/ungated industral siding that crosses a busy main road. This is the first time in 2 1/2 years that I’ve seen any activity on this track. Two NS Gp38’s crossed this road and didn’t blow their horn, though their bell was ringing. What are the rules on crossing a main road on a seldom used track. Just curious.

It all depends if crossing is a public crossing according to timetable they would need to sound prescribed horn signal long long short long.

If it is techincaly a private road they don’t need to do anything, it would be up to owner to demand action from railroad or post signs.

The amount of traffic has nothing to do with rule.

Could have been like Frankfort Ave. in Louisville or LaGrange, Ky where trains do not sound their horns due a noise ordinance. Check to see if the crossing has a sign warning that trains do not sound their horns.

The spur into Kaiser Aluminum at Mead WA did not have signals or gates but always stopped and sent out a flagman to stop traffic. No horn, just the bell.

Most generally the reasons for blowing the whistle is speed . on a industry spur the only thing we haft to do is ring bell and flag crossing. I have crossed 4 lane highways never touching the horn, but if bulliten to blow for that crossing we will. bullitens are not in timetable instructions.
