I’m having trouble figuring out how you’re supposed to create block quotes. Just clicking on the tool in the post editor doesn’t really do much, I get a “> Blockquote” and that’s it. How am I supposed to tell it what post I want to quote, and what portion of that post I want to quote?

The easiest way i see to do it is highlight the text you want to quote in the original post, then click the “quote” button that appears. You have to go back to the original post, but seems like the simplest solution to me.
It depends upon the device you are using.
On a smart phone, use your finger to capture the text you are trying to quote. You will see a Quote symbol. Click on it to place the quote at the head of your reply.
On a laptop, use the mouse capture the text.
