Generally that is correct. But you may need electrical “bus” wires if your layout is very large.
Google “DCC wiring” or search the forum.
What size do you consider very large?
Correct, cut off the Bachmann plug and strip some wire and connect to the Atlas terminal track. In the first instance just do that and you will have a single pair of wires to the track. You will know if you need to add a powerbus and feeders if you find that there are power problems at the most distant points to the terminal track. I think that most modellers would advocate using a power bus and feeders, especially once you start to go beyond a basic 4 x 8 table.

Bachmann supplies a connector wire for the EZ-Command for the purpose of connecting to screw or clip terminals. It has the phono type plug on one end for connecting to the controller and the other end is two bare wires.
If you have that much real estate for your layout, you will need bus and feeder wires. As simon said, once you get beyond a basic 4x8 you will need feeder wires to a bus.
I have a very small HO layout- 3.5 feet by 5.1 feet and I COULD get away with just two wires connected to the terminal track, but I ran feeders to the other side of the layout from the connection to my Bachmann EZ Command DCC controller just to be sure I have good power distribution.
