I need help with a "System One" DCC system.

I am new to DCC and I purchased a used System One as a starter set. It came with the WCT 01 cab. My first problem was solved by NCE. They supplied (free of charge) a missing 4 conductor cable that plugs the command stn into the power stn. Those people are great… I needed to say that.

First question, I have a MRC 7000 transformer to use as a power source. On the back it is written: “Mode ll, HO, N scale 15VAC 27VA DC Max Total Output 52VA” In simple terms, Can someone explain this rating to me? I wonder if it is sufficent, to much or to little to use as a power supply for a System One dcc system. I dont want to fry anything.

Next question: With everything plugged/wired together , I noticed on the Command Stn (CSP01) that the Programing track light and Cab light , DO NOT LIGHT UP. The decoder instructions say that when I place the loco on the programing track, the cab display will display (or read) the address as the decoder’s factory setting of #3. This does not happen and of course, when I select loco #3, press enter, turn up the speed knob, the loco does not move.
When I place the loco on the main track, I can select loco 3 and make it move.
Seems like a no brainer to me, but the programing feature must be faulty and what do I do now???
