Yes, Britt, and operating costs are NOT capital costs, which is what PTC falls under, you need to remember that operating and capital costs are TWO separate expenditures.
PTC should be a mandate, but it should be a funded mandate.
If Washington is going to require that the railroad industry implement PTC, they should be willing to provide the capital funding for it, especially for heavy rail commuter agencies such as Metra. They should also extend the unrealistic December 31, 2015 deadline that almost no railroad will be able meet.
How about considering the use of the $2.4 billion left unused from the HIghway Trust Fund ?
