This looks like a tempest in a cocktail shaker.
One hand on the shaker embraces the amount of the population of train and engine crews; the other hand holds the inverted glass, or for the not classically minded, the metal top of the shaker, the failure rate of booze tests among the 10 per cent.

I agree with you totally about this being a waste of money. Why the higher rate for something way harder to obtain then alcohol which you can obtain virtually everywhere. At least make the percentages the same level of testing. I would surmise that it cost almost the same to run drug and alcohol screening together. Which brings up a question. Is there 2 different screenings or is there just 1 and they ignore 15% of the results for alcohol?

And let me add that this is an incredible waste of money. If 10% is sufficient for alcohol (a much easier thing to obtain) why isn’t it the percentage for drugs? There is no proof this is a deterrent and obviously with the low positive rates, the industry runs very clean anyway.

Please edit this and fix the last paragraph. The alcohol test rate is 10% (at least if they continue the established rate of 2013)
