Quick question - New to this site, and wondering if I can upload pics from hard drive or does it have to be a URL??

You need to upload it to a hosting site, then insert the url to that picture.
One good hosting site is Photobucket.com. Open a free account there then upload your photos from your hard drive to the account. They will show up in the account as thumbnails. Each thumbnail will have several lines of below it. You’ll be interested in the last one, the IMG tag. Just left click the IMG tag then right click and select copy. Go to the document or post that you wnat to put the photo into and right click again. Select paste. The IMG will appear in your document or post. Post your reply as you normally would. The photo will show in your post.
