Inside Handrails

Why do some of the 33,000 gallon, high pressure tankcars built by GATX then Trinity Industries have the handrails on the inside of the walkway? I know most shippers and receivers use platfrom rather than the walkways to access the valve, so does this affect the insurance rates of the shippers and receivers?

One less thing to repair after being sideswiped during switching or geting caught in the rigging at the loading/unloading platform.

I’m sure LC, Ed and the others can elaborate on strange things they’ve seen happen to cars once they get off the main track.
