About how much would it cost to install 8 block signals in automatic, and the cost of 8 block signals in manual set up?
a) how can I set up manualy controled block signals
b) how can I install automatic block signals?

Depends on what type of signal and control system you want and what type of signals you want. The signals themselves can run from a couple bucks to $25 each and controling them can cost from a couple bucks for a toggle switch to $30-40 per block for ready made circuitry for ABS or CTC.

where can I find what I need online, because my LHS does not carry block signals, but does carry toggle switches
Check the Digitrax Web site – they are advertising a complete signal system that can be plugged into their DCC system. They even advertise it in Model Railroader. Depending on the size of your layout, the number of signals required, and whether or not you already have a Digitrax DCC system, it could cost upwards of $1,000.
Elias,
Check out this site. These guys sell signals and various types of automation circuits. Met them once at a train show… nice guys and cool products.

To set up an Automated system you will need three things: Signals, detection for when trains enter and leave blocks and some sort of relay sor signal controllers. The various components can go from fairly inexpensive to quite pricey depending on the detail and features. I have set up automated systems using simple relays and track detectors that were serviceable and not real expensive. This time around I will probably use products from this site.
My two cents,
Guy
On my layout, I am planning a system controled by Atlas Snap Relays and Switch Control Boxes. It costs me about $15.00 per signal head to do. If you want me to go into detail about my arrangmement, let me know.
