Is there a cv setting for the intermountain Lok Sound decoders to make the horns blow twice during forward and three times reverse startups? Tsunami decoders have this setting, does Lok Sound?

Nope …
And for good reason. Loksound strives to be as prototypical in their functionality as possible. Real trains don’t do that - the engineer has to blow the horn two or three times … you won’t find any “gimmicky” features on Loksound decoders.
