Rather hard to tell,even after enlarging it.
I wouldn’t even hazard a guess.
Provide a better pic so we can tell.

Looks like a CSX YN2 B40-8 or C40-8. BTW, what the heck is the Chicago Belt? Never heard of it.

What was probably meant was a Belt Railway of Chicago locomotive.
