Yes, the Kingston Trio, singing about a man who had no change to exit the system after a fare change requiring paying to exit as well as (or instead of) to enter.
Item 3 might be a little hopeful yet. The Victorian State government is now held by a party opposed to private control of the rail network. Freight Australia paid $A90 million for a 45 year lease on the Victorian network. The state government offered Rail America $A 2.00 in return for the rail track lease. (That’s two, not two million). They are now trying to get a law introduced that makes it illegal to make a profit by selling track access rights to other operators - you can charge for access, as long as it only covers costs.
